DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The purpose of the division is to provide a safe and secure airport is the foundation to a 5-star customer experience. The Operations Division supports George Bush Intercontinental and William P. Hobby Airport around the clock delivering a safe, secure and efficient customer experience from the roadway to the runway. Functions include Airside and Landside Operations, Safety, Security, Airport Badging, Emergency Preparedness, and the Airport Operations Centers (AOC).

The purpose of the Staff Analyst (Safety Management System) position is to develop, implement and maintain a Federal Aviation Administration (FAA) compliant Safety Management System (SMS) at George Bush Intercontinental Airport or William P. Hobby/Ellington Airport. The Staff Analyst reports to the Houston Airport System Chief of Operations. This role is responsible to develop and maintain relationships with operational teams, regulatory authorities, and stakeholders such as Air Carriers, FAA Air Traffic Control, Ground Handlers, Fueling Agents, Fixed Based Operators, Corporate Based Operators and others to promote the Safety Management System (SMS). Develops policies and procedures in support of the Safety Management System. Tracks the implementation of safety recommendations following safety inspections, accidents or other means of hazard or risk identification; ensures corrective actions are enacted and deficiencies are minimized and corrected. Issue safety bulletins as needed. Facilitates and conducts Safety Risk Assessments (SRA) of construction projects, special events, and operational policy and procedure changes. Conducts timely and comprehensive investigations of all accidents and safety incidents and prepares factual reports to appropriate divisions summarizing the circumstances and root causes of the accident or incident and follows up with recommended corrective and preventative action to be taken by the division. Assists in monitoring industry safety concerns that may impact the Airport operations. Ensure compliance with all Federal, State, and Local Laws, rules and codes. Prepared at least monthly activity reports. Develop and Maintain SMS training as determined by a training needs analysis. Assists with promoting safety and health. Serves as a member of the Emergency Operations Center (EOC). Performs other duties of a similar nature and level as assigned. Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required.

WORKING CONDITIONS     
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.
