DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Prepares detailed appraisal assignments for independent fee appraisers. Compiles and reviews property and project information provided by City of Houston agents and personnel in Land Acquisition, Asset Management, Surveying and Engineering. Requests any additional information that may facilitate the appraisal process. Reviews appraisals for USPAP compliance as well as with City, State and Federal requirements as needed. Consults with external appraisers regarding credibility and reliability of the appraisal report. Makes sound recommendations to management regarding counter offers from property owners and buyers of City-owned property. Uploads all internal and external appraisal-related work performed on projects and parcels into appropriate City database. Prepares Cost Estimates and Probable Price Estimates for various City projects and departments. Performs internal property appraisals as needed. May be called upon to mentor less experienced staff appraisers and real estate analysts. May be asked to oversee and manage the appraisal requirements of larger real estate projects.
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting temperature and air conditions.
This is a Department of Houston Public Works Emergency Management position at the Tier III Level.
