Plains All American is an industry-leading transportation and midstream provider specializing in transportation, storage, processing and marketing solutions for crude oil and natural gas liquids (NGLs). We own an extensive network of pipeline transportation, terminalling, storage and gathering assets in key crude oil and NGL producing basins and transportation corridors and at major market hubs in the United States and Canada. Job Purpose/Summary:

The Senior Analyst, Government Relations focuses on sustaining and enhancing government relations efforts at Plains. This role interacts with multiple disciplines within the organization to develop and execute effective public affairs strategies, including building relationships with federal, state and/or local public officials and their staff, engaging with trade associations, coordinating internal analysis of pending policy proposals, managing contract lobbyist(s) and monitoring legislative and political issues. The Senior Analyst collaborates with other departments, contractors and trade associations to develop, organize, and implement issue-specific public affairs plans and programs, directly engaging with government officials or staff, and is involved in administration of the employee-funded Plains All American Political Action Committee.

This role is a part of the Communications, Sustainability, Government Relations and Investor Relations team, which is comprised of dynamic, high-performing colleagues from diverse professional backgrounds who are responsible for the representation of Plains internally and externally to numerous audiences across a variety of communication channels. The team with representatives in both the US and Canada is highly-integrated with company leadership and visible throughout the organization. Job Responsibilities

  • Government Relations (GR)

  • Serve as a representative of Plains and develop productive relationships with public officials in communities where Plains operates or with those officials in a position to impact Plains operations.

  • Identify and coordinate with trade associations and internal technical experts to analyze legislative proposals which may impact the organizations business.

  • Manage and regularly assess performance of contract lobbyists.

  • Track and communicate legislative issues of relevance and analyze results to quantify success.

  • Serve as a registered lobbyist in assigned jurisdiction(s) if required by engagement level and applicable regulations

  • Issues Management

  • Participate in federal and state trade association GR activities to identify, monitor and engage on issues applicable to the organization.

  • Work with the GR team and other groups within the organization to develop public affairs plans and collateral materials tailored to address specific needs of each project or issue.

  • Develop reports, briefing materials and other updates for executive leadership.

  • Political Activity Support

  • Participate in planning and execution of Plains political giving activities, including administration of Plains employee-funded Political Action Committee.

  • Identify opportunities for and support employee mobilization efforts by aiding in program development, writing communications materials and coordinating with Communications team colleagues.

  • Corporate Communications & Incident Response

  • Monitor activities that may affect the public perception of the organization and prepare Plains to communicate effectively with government stakeholders during operational or reputational incidents

  • Participate in regular incident communications training and drills upon request

Experience Required

  • Bachelors degree, preferably with a focus in Government, Journalism or Communications, and a minimum of 7 years prior government relations or public affairs experience.

  • Energy, infrastructure or legislative staff experience preferred

Knowledge & Skills

  • Excellent interpersonal skills; can develop effective collaborative working relationships with internal and external personnel at all levels, and from a variety of disciplines

  • Prior experience navigating the legislative and political process

  • Strong presentation, writing and verbal communication skills

  • Results-oriented team player, with keen attention to detail

  • Works well under pressure and in a fast-paced environment

  • Ability to prioritize and manage multiple projects simultaneously while meeting deadlines

  • Highest standard of personal ethics and integrity supported by open and honest communication

  • Ability to travel (up to ~25%) and work 40+ hours a week as needed
