- The Senior Buyer purchases goods and services using the competitive bid/proposal/ qualifications procedure for assigned commodities for procurements over $50,000 and coordinates the preparation and execution of agreements The Senior Buyer generates specifications, evaluates bids/RFP/RFQ responses, and prepares award recommendations.
The Senior Buyer is knowledgeable of all rules and regulations governing each purchasing process utilized by Harris County. Reports to: Assistant Purchasing Agent Works with: Professional/supervisory levels of other departments and vendor community Supervises: Professional and support staff as required1. Manage assigned projects through the appropriate procurement process. 2. Prepare specifications describing product/service requirements with limited supervision. 3. Evaluate bid/RFP/RFQ responses and participate in the evaluation committee process. 4. Prepare clear and concise award recommendation letters for Commissioners Court or other governing body for Purchasing Agent signature. 5. Coordinate and expedite preparation and execution of agreements with the County Attorney, department and vendor. 6. Assist Buyers with procedural questions. 7. Process purchase orders and addenda for assigned projects. 8. Advise end users of procurement options available, product availability and market place changes relating to their requirements. 9. Monitor contracts and work with department and vendor to resolve any ongoing performance issues when necessary. 10. Maintain updated vendor file, documenting supplier performance. 11. Participate in staff, departmental and vendor meetings as required. 12. Other duties as assigned by supervisor.
