Public utility district providing parks and recreation facilities, water, sewer, and drainage for over 2,700 customers that include both residential neighborhoods and commercial customers in North Harris County, Texas. Recreation facilities use is through family and individual memberships and includes an average 700 members. Utility district is managed through five publicly elected Directors who serve four-year terms, water & sewer operating company, engineers, lawyers, and other consultants. WCID 110 has three employee managers, an office manager, and as many as seven park and facilities maintenance employees. Park and recreation facilities include clubhouse, employee offices, classroom, fitness center, large swimming pool, eight tennis courts, event pavilion, maintenance buildings, and a +/- 60-acre park with four lakes.

Targeted Starting Date: May 15th- 30th, 2022

Salary range: $65k to $85k

Reports to: District Director Liaison and Five-member Board of Directors

Job Description

SUMMARY
Oversight and supervision of staff and facility management within WCID110 Parks and Recreation Division that is a membership organization. Coordinates operations with the District Maintenance Manager, Office Manager, Aquatics Manager and WCID110 consultants including Attorneys, Tax consultants, Water and Sewer Operators, and district Engineers. Also, acts as a liaison between the utility district water and sewer operator and engineer, assisting with water and sewer maintenance issues with district customers. Responsible for making quick decisions to implement emergency action plans, as it relates to emergencies within the district. This person works independently, under limited supervision, reporting to a board member liaison and the WCID110 Water District Directors through monthly meetings.

DUTIES AND RESPONSIBILITIES
Management of parks and recreation facilities, memberships, and recreation programs & events.

Related personnel duties including hiring, training, coaching, performance evaluations, and discipline for subordinate personnel
Coordinating with Parks and Recreation Maintenance Manager, Office Manager, and Aquatics Manager positions in assigning duties, delegating workload, observing overall output and task completion.
Providing staff, the time, training, and tools they need to be successful in their roles
Resolving concerns or complaints from parks and recreation customers, water and sewer customers, and club members.
Working with new commercial customers in submission of water and sewer applications for service and required service inspections.
Working with the District’s sales tax consultant in verification of businesses subject to sales taxes payable to the District.
Working with the District’s trash and recycling companies to resolve any problems.
Managing WCID 110 water and sewer related website postings, Facebook postings, and digital sign postings.
Managing parks and recreation club website postings.
Managing park security contract with deputies, camera systems, and network systems
Preparing a quarterly newsletter with information about parks and recreation, as well as water and sewer updates for residents within the District.
Preparing a monthly insert for insertion in the monthly water bill mailing that contains helpful information for residents.
Forecasting and preparing annual budget for Parks and Recreation operations.
Reporting to one Board of Director’s liaison on routine matters and to the five-member Board of Directors in monthly meetings.

EDUCATION, EXPERIENCE, AND TRAINING (Certification/Licensure):
While a candidate may not have experience in all the listed duties and responsibilities, a candidate may be considered if deficient on some areas of responsibilities and other District personnel will help them gain the needed knowledge in those deficient areas.

Knowledge and Experience

Minimum three (3) years’ experience in the field of parks and recreation
Minimum three (3) years' personnel management experience
Experience in working with customer service
Practical application knowledge of office computer systems and software (Word, Excel, PowerPoint, Publisher), security systems, remote operating systems for access controls, remote signage systems software, and phone systems
Some understanding of water and sewer system operations
