DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Human Resources Department is seeking an energetic, self-motivated individual who will perform a variety of professional responsibilities in a specialized human resources area within the department.  
 
The Administrative Specialist duties and responsibilities includes but is not limited to: 

  • Serving as the Citywide Grievance Coordinator for municipal employees and classified police and fire employees.
  • Serving as the Arbitration Coordinator for municipal employees and classified police and fire employees.
  • Civil Service Commission Coordinator (back-up) for municipal employees and classified police and fire employees.
  • Handling grievances, ECRP, Civil Service Commission, and arbitration intake, process/procedures/law compliance, recordkeeping, scheduling, adhering to strict timelines and processing invoices for timely payment.
  • Providing assistance, guidance, and advice on employee relations, labor relations, grievances and ECRPs, civil service activities, arbitrations, legislative updates, policies and procedures, and equal employment opportunity (EEO) issues.
  • Preparing statistical reports and analyzing statistical data.
  • Developing and conducting training programs for City employees on employee relations, labor relations, grievances and ECRPs, civil service activities, policies and procedures and equal employment opportunity (EEO) issues.
  • Working with managers, supervisors, employees, and citizens on division-related activities.
  • Responding to correspondence, proposed legislative updates, and requests for information.
  • Disseminating any written guidance to the PCMs regarding any updates, policy revisions or changes to the FMLA referral process.
  • Developing and revising human resources policies and procedures.
  • Other administrative duties to assist the Executive Team Member of the division; and
  • Participating in special projects.

WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc.
